cannot logon to incoming mail server

when testing account settings
network connection completed
find outgoing mail server completed
find incoming mail server completed
log onto incoming mail server(pop3) FAILED
send test message completed

Dell told me to do a complete restore that did not work

This is the problem. Your credentials for the incoming server appear to be
incorrect.

Support at Dell (in Bangalore or somewhere in India) are not trained to say
anything else and often wouldn't know a technical solution if it bit them.
If it's not on their script, they can't handle it.
