Cannot login to windows xp

My friend cannot logon his computer he says when he types in his password the
computer acts like windows is loading then goes back to login screen this
happens with all screen names even in safe mode with admin password. any help
appreciated. Thanx, Tim

Did I not explain this correctly ... He cannot logon under ANY screen name so
he cannot repair profile he also is not receiving any error messages.
This is the answer you sent me.

How to copy data from a corrupted user profile to a new profile:
Create a New User Profile in Windows XP Professional
Log on as the Administrator or as a user with administrator credentials.
(Cannot do this)
Click Start, and then click Control Panel. (Cannot do this)
Click User Accounts.
Click the Advanced tab, and then click Advanced.
In the left pane, click the Users folder.

If your friend does *not* have a specialized OEM installation, here is a
link to an MS Knowledge Base article that may help:

The article specifically says to not do the registry repair detailed if
you have an OEM machine. In that case, try the OEM Recovery. I'm doing
that on an HP for this very problem right now. With luck, HP's version
of Repair Install will work. If not, it's a clean install.

If your friend doesn't have an OEM machine, try the above article, and
if that doesn't work - Repair Install. If that doesn't work, Clean
