Cannot launch Outlook from browser, whether icon or menu

Cannot launch Mail from the Browser, whether from icon or menu.

New laptop with XP SP-2 and IE 6 straight from Dell. Using Outlook 2003,
which is the default. All e-mail accounts have been configured and are
working. All settings are exactly the same as laptop I will be replacing (it
is still operational; I am running simultaeously as I install all programs
and configurations).

Did I miss something? As a looong-time user, this one stumps me.
 
what happens when you try? Did you try detect and repair in outlook (look on
help menu)

I have the same prob with xp pro and outlook 2002 ( office XP )
I get this error:
THE OPERATION FAILED DUE TO NETWORK OR OTHER COMMUNICATION PROBLEMS. CHECK
YOUR CONNECTIONS AND TRY AGAIN

I have tried detect and repari
