Cannot install applications

I have windows xp on a Dell Dimension. The computer was infected by
virus and malware/spyware, and I had to use recovery console to
reinstall windows XP. I also ran counterspy to remove the virus and
malware/spyware after getting Windows XP back. However, after getting
it to not crash at boot-up, I had new issue: I cannot install any new
applications from CD: everytime I pop a CD to the CDROM drive and
double-click on it to run the application installer on that CD, Window
XP restarted!

Please help as this becomes extremely frustrated for me. What do I
need to do to fix this problem?
Many thanks!

From your description of what you did, I infer that you did a Repair
Install of Windows. Apparently the system is either 1) still not clean;
or 2) the operating system was too damaged by whatever malware you had
for the Repair Install to solve all issues. Since you didn't provide any
details and I can't see your machine, the best suggestion I can make is
that you back up your data and do a clean install of Windows. Do not
connect to the Internet until you have the XP SP2 Firewall in place and
an antivirus installed.
