Cannot enforce Cached Exchange Mode via GPO

Running Exchange 2003 SP2, Outlook 2003 SP2. As admin, I'm trying to enforce
the usage of Cached Exchange Mode on all my clients. I've got the latest
OUTLK11.adm file and created a GPO that Enables Cached Exchange Mode.

On a test machine, I logged in and opened Outlook. I checked the mail
settings and the Use Cached Exchange Mode box was still unchecked. I can see
that it created a new reg key under

HKCU\Software\Policies\Microsoft\Office\11.0\Outlook called Cached Mode.
There is a Value called CachedExchangeMode set at 2.

It looks like it's done it's job, still there's no check in the Mail
Settings check box. Do I need to enable something else first? Or do I need to
push a CMW to each machine to enforce this?

You should use CMW to push out a new .prf file that updates the default mail profile to use Cached mode.

Ok, thanks. Once I apply the CMW, will I then be able to apply a GPO to each
client to affect changes / limits on their Cached Exchange Mode settings?

There is a setting you can implement with a GPO to block all access to the mail profile settings.
