cached exchange mode is greyed out

i'm deploying Office 2003 via GPO utilizing the CIW and i've chosen the
option to enable cached exchange mode. when i check to see if cached
exchange mode is enabled after the install it turns out it is not. not only
is it disabled but its greyed out and i have no option of enabling it.

any suggestions would be priceless at this point!
