Cannot Download

I am running IE6 on Windows XP Home Edition with SP1.
I cannot download any files, in particular, .zip and .exe.
I have checked my security settings, and made sure
downloads ate activated, but to no avail. Can anyone help?
 
Exactly what happens when you try?
Is .zip different from .exe?
