IE6 cannot download files

I have Win XP professional and IE6 SP1. When trying to
download, the file download dialog box appears, but there
is no progress, no remaining time, etc.; it just sits
there and after 10 minutes "IE cannot download ...(file
name). IE was not able to open this internet site. The
requested site is either unavailable or cannot be found"
This is not particular to one site, it does it every time.
However, IE can still download updates from Microsot Site,
which puzzles me. Also, I tried Mozilla browser and it
works fine. I checked IE security settings, ZoneAlarm
settings, Norton Antivirus settings, etc and also closed
them all to see if they made any difference, but it still
did not work. Any suggestions is appreciated!
