Spyware gets installed via cab file extraction

How can I stop IE6 or active x from downloading *.exe, *.cab and other
executeable files? I have already configured IE6 to stop
download programs in IE6's options and Security tabs. But
I still get spyware downloaded by *.exe and or *.cab

Also how can I "stop" active x extracting cab files that
contain spyware files? I have already rename extact.exe,
extrac32.exe and cabview.dll. Is there anything else that
should be done to stop the extraction of cab files?

Windows 98SE with IE6 SP1
