cannot download exe files

Internet Explorer was not able to open this Internet Site.

This is the error I get on two different XP machines. It
happens at home and at work so it isnt a firewall issue.
It happens on any exe I try to download from any site.
They both have current virus checkers and are clean of
spyware. I believe it started after downloading the April
13th Windows updates. I've checked the Options and can't
find anything wrong. I'm running the latest IE, 128bit.
Help me, I'm starting to get perturbed. I even tried
uninstalling the updates, but the error remains the same.
