CANNOT DOUBLE CLICK OPEN THE RECYCLE BIN

I cannot double click open the recycle bin. When I double click the recycle
bin I receive an error stating "This file does not have a program associated
with it to perform this action. Create an association in the folders option
control panel."

I am not sure of the path of creating an association for the bin...please
advise!

Recycle bin?
