cannot delete

I try to delete a large movie file that I have and the
following message occurs.

Cannot delete (file): It is being used by another person
or program. Close any programs that might be using the
file and try again.

I have closed all running programs, restarted my computer
and have tried changing its name or copying it out and
deleting it. None of my efforts yielded any positive
results. If someone has information on how to delete
this file please let me know. Thanks.

Hi Matt,

Go to Start/Run/CMD and type in: regsvr32 /u shmedia.dll
To re-enable it: regsvr32 shmedia.dll

And/or run this edit, then try to delete it.
