Cannot delete folder

I recieve the following error message:

Error Deleting File or Folder

Cannot delete ZbThumbnail.info: It is being sed by another person or program.
Close any programs that might be using the file and try again.

The only workaround that I have found is to restart my computer, then delete
the folders. Any ideas of where I should look to resolve this problem without
needing to restart the computer.

If it is the explorer.exe process that has a handle of the file or folder
then you need to kill that process to remove the handle before you can
delete the file or folder.

- Start Task Manager and leave its window on the screen.
- Use Task Manager's Process tab to kill all instances of explorer.exe.
- The desktop GUI disappears (because explorer.exe manages it).
- Use Task Manager's File -> New Task menu to start cmd.exe.
- A console window opens where you can enter commands.
- Navigate to folder containing the file or the parent folder containing the
target folder that you want to delete, and delete the target file or folder.
- Enter "exit" to close the DOS shell's console window.
- Use Task Manager's File -> New Task menu to start a new instance of
explorer.exe.
- The desktop GUI reappears.
- Exit Task Manager.

Hello , Close all running Windows / Programs , Browser , then delete the
folder or folder contents .
