Cannot delete folder: It's being used by another program. Which &

I am cleaning up My Documents and am deleting various files. When I find I
have deleted or moved all the files in a folder, I obviously want to delete
the now empty folder too. On attempting to delete the folder I recieve the
message "Cannot delete folder: It is being used by another person or program.
Close any programs that might be using the file and try again."

I am using Win XP and am not on a network, I therefore reckon there is no
other user, but what is the program which is using the folder I am deleting
and preventing me from deleting it?

Any thoughts on likely programs or on ways to find out the culprit are
greatly welcomed.

The program that is using it is loading at Startup. You can delete the
file/folder by using Safe Mode, and then reboot to normal mode.
