Hi I created a file on my old laptop and recieved my new computer recently
with Vista and I transferred over my old data to new computer. Now I dont
need some files and when I try to delete them it wont delete them and comes
with an error that I dont have permission to delete. I dont know how to get
"permission" from myself and I only have one account on Vista so dont know
what sems to be the real problem.

You need to take ownership of those files first up, details of howto

Excuse me, but why do I have to "Take ownership" of a file in the Vista
operating system. If I turn of uac or security, can I delete files?
I used a "LapLink" to transfer data form XP to my new Dell Vista Home
premium laptop - big mistake. Now I'm trying to access and to clean up. It
ain't working. But I just want to understand why I, as System Administrator
cannot delete one of my own files!

I recently needed to "take ownership" of a file in order to delete it.
FWIW I think it's absolutely ludicrous to have do so considering the fact
that I did not steal my PC. I paid for it with my own hard earned $. To my
way of thinking I already own it and I should be able to add, run or delete
any damn thing I want to!

Security, security, security...at least that is the excuse.
Now a virus or spyware has to go through 1 additional step before it
destroys your data.
NT/W2K/XP had somewhat similar protection, but it was not on by default for
most files/settings.

I guess I wish there was someplace that we could complain to Mammoth
Microsoft about such things, in hopes of them actually listening to an
overwhelming majority of users.
Do they understand that the average pc user these days isn't the "dummie" of
10 years ago? Many of us know what we're doing and don't want Microsoft to
prevent us doing it.
Is there such a place?
