Cannot clear browser history

When using IE browser, you shuld be able to click onto
tools - then internet options - and reach a set of tabs
that allow you to set preferences.

My browser no longer offers the "general" tab which,
among other things asks how long we would like the pages
we've broswed to be remembered and clears the page
history. How does this happen? How can I fix it?
