cannot change password

I'm on the Pilot test now of implementing AD and the
migration from NT4 is succesful.
However when a user want to change thier password (when
pressing Ctrl Alt Del and chhose change password) there is
a problem and having a message "Password cannot be
changed at this time."

I checked in the Event viewer and nothing. Can anybody
help me on this one.
I'm not sure it problem is related to my Default
domain Group Policy. I have define maximum password age
to 100 days and Min to 90days.

Please can you advise what can be cause of this error

Yeah you have found your problem self

This security setting determines the period of time (in days) that a
password must be used before the user can change it.
