Password cannot be changed

I'm on the Pilot test now of implementing AD and the
migration from NT4 is succesful.

However I noticed that for some account who are about to
expire they cannot change password when prompted to do so
and having a message "Password cannot be changed at this
time."

I checked in the Event viewer and nothing. Can anybody
help me on this one.
I'm not sure it problem is related to my Default domain
Group Policy. I have define maximum password age to 100
days and Min to 90days.

Please can you advise what can be cause of this error
 
Jojo what clients operating systems are experiencing the problem ?
 
Thanks for the reply it is a Windows 2000 Prof Sp4 for
cleints and W2k Advanced Server Sp3 for Servers.Dont want
to roll out yet Sp4 for Servers..
