Cannot add page & Lost Link Bar HELP

I am desperately trying to update a site that I made for my daughter's
fundraising efforts. Using FP2003. I am using a standard Microsoft FP
Template and Theme.
No matter what I do I cannot add a page to the Navigation Pane. I have
clicked on "New Page" and tried to drag it into the Nav. Pane...no luck. I
have also tried adding a new page from the Navigation view and adding it to
the Nav Pane...again no luck. The new page will show up in page view, but
not anywhere else.
Also in page view, the new page will not take on any of the established
pages Theme/Template. It only picks up the back ground color. No Links, no
header, etc.

Second problem...I was trying to manually add the Link Bar on the new page
(which is still not in the navigation pane) and have now lost all of my link
bars. I have tried going to "Link Bar Properties" and I have tried every
combination. Nothing comes up.

What have I done???

Did you create a Web / Site first? Kinda sounds like you're working with a "rogue" page...not within a web/site

Open FP
File | New Web or Page
Choose Web (not page) to begin a new web site.

Thanks Rob- I did create a web first and I am trying to add a page from
"File" then "new page or web". I have an exsisting web that I am trying to
add a page to. Just not working and I don't know why.

Are you in fact able to create a new page, and just can't figure out how to add it to Nav?

After you create the new page, then switch to Navigation...you'll see your Home page there, right click on the Home page yellow box and Add Existing Page (something like that)

OK Rob I was able to get the new page added to my Nav Pane, BUT it is not
picking up any of the formating that I have on all of the other pages except
for the background color.
I have also lost the link bar on every page (more on this was in my first
question). Please HELP!

On the new page...re-apply the Theme (to just that page...or All Pages)

You won't see any of the Theme's banners, etc. until you apply them to the page.

Post the URL, it may be easier to help ya if we can see it.

I did reapply the theme to ALL pages. Banners, links, nothing shows up
except the back ground.

started. I have not updated the site and won't until I figure out what the
heck I am doing wrong.

Uh..ok. So the online web is good?

Why not just Publish it back to your local machine and you'll be good to start over with your changes, instead of messing with what you may or may not have mucked up?
