cannot activate start menu pictures in win xp pro sp1a

I can't get win xp to display user pictures on the start
menu. The correct picture is displayed in user accounts,
however it does not show up at the top of the start menu.
I have been through the standard process of selecting a
picture umpteen times.
The pc is in a workgroup but was at one point attached to
a domain. It is no longer attached to a domain.
Any ideas? I am beginning to think I have found a bug...

Found out why! had to disable requirement for users to
press Ctrl Alt Del to logon...doh!
