Cannot access secure web sites

I can view pages and download anything that does not
require access to a secure site. However, I always get
the "page cannot be displayed" error message. My ISP
says everything is okay. I have 128-bit cipher strength
listed. My security settings are in place. This is
frustrating because it allows me to be everything but
productive on the internet.
