unable to acess secure web sites

I am Unable to access secure weblike my bank account etc.
Cipher strength is 128
but every secure web site comes up as action cancelled.
or unable to display page. I'm using XP and the
knowledge based articles about unable to display page do
not apply for xp pro. Any ideas please
