Secure Websites

Unable to go to any secure websites, like Bank, Credit
Card, Papal and etc.
No Firewall, Running IE 6.0
Cipher Strength 128bit
Lowered and increased the security level
Still unable to browse any secure websites NEED HELP

I just had this problem, I had stopped 2 services in my startup, they were
ccRegVfy and ccApp, I wasnt sure what they were so I stopped them, luckily
right after I stopped them I tried to log into my bank and couldnt so I
checked a couple of other secure sites and couldnt, when I went and checked
them off again in the startup I was able to log into my bank.

go to start run
type in msconfig
go to the startup tab and see if those services are check off.
