IE 6 & Secure web sites

Using IE 6 on a Win98 pc. I can not display https sites
(secure). Says page can not be loaded. I do Help,
About, and I can see that the Cipher Strength: 0-bit is
set, not 128 bit. How do I get this set so I can view
secure sites? This used to work, now it does not.
