cannot access network neighborhood

Regular users cannot browse network neighborhood. All of our PCs are running
Windows 2000 pro some users with admin permissions can browse network
netighborhood. All users can access the share folder on another pc if they
use the run \\pcname command and I can set up shortcuts this way also. The
problem is in browsing the network neighborhood it used to work up until
about 2 weeks ago but now only a few users with admin permissons can browse.
We are all under the same subnet mask so that is not the problem. Any
suggestions would be appreciated.
