cannot access many sites

I am so frustrated! Been unable to sign in to my hotmail
account, my paypal, and many sites that I have surfed to.
Been having this problem for over two weeks. I use
windows xp, and internet explorer. I can not figure out
why this has happened. I keep getting the
message, 'unable to access the site'...can anyone help me?

In Internet Explorer -
1. Tools > Internet Options > Advanced
2. Scroll down to the Security Settings.
3. Make sure that the two boxes are checked that say
"Enable SSL 2" or "Enable SSL 3".
Try your secure sites.

Another thing you can try is:

Go to start/run
Type in: regsvr32 softpub.dll

i have been having the same problem for WEEKS now,.....it is very frustrating...i tried EVERYTHING possible...until i read your ?, and the answer....and guess what? IT IS WORKING AGAIN!!!!!!!!!!!!! i can now again access any secure site!!! and my solution was the 2nd one: at the run window i typed in regsvr32 softpub.dll
i cannot beleive that it was so simple.... thank you whoever helped us!!! you are a geneius!!!!
