Cannnot log-on as another user onto the machine

When a new user TO THE MACHINE tries to log-on, the
following message appears:

Windows cannot copy file C:\Documents and
Settings\Default User\Local Settings\Application
Data\PCHealth\ErrorRep\QSignoff\ to location C:\Documents
and Settings\jbarclay\Local Settings\Application
Data\PCHealth\ErrorRep\QSignoff\. Contact your network
administrator.

DETAIL - Access is denied

Has anyone ever seen this before?
