A new user to the machine receives the following error:

Windows cannot copy file C:\Documents and Settings\Default
User\Local Settings\Application
Data\PCHealth\ErrorRep\QSignoff\ to location C:\Documents
and Settings\jbarclay\Local Settings\Application
Data\PCHealth\ErrorRep\QSignoff\. Contact your network
administrator.

Then receives the following message:
DETAIL - Access is denied

I notice that only users with existing profiles on the
machine can log-on and not anyone else. I'v tried Google
and Mircosoft website but to noe avail. Thanks for the
help.

Two workarounds were posted via the other groups you wrote:

I´ve got the same problem and here is my workaround set a group policy that
the machine
where the problem occurs should perform this batch line (Replace the Jeder
with the pandent in your language)
cacls "C:\Documents and Settings\Default User\Local Settings\Application
Data\PCHealth\ErrorRep\QSignoff\" /E /T /G Jeder:F
This is not a solvation of the problem but a workauround that works for me

I have recently seen this, also. It's apparently due to a security patch, al
though I don't know which one.
I resolved the issue by setting the rights on the C:\Documents and Settings\
Default User\Local Settings\Application Data\PCHealth\ErrorRep\QSignoff dire
ctory AND it's contents by checking the "Allow inheritable permissions from
the parent to propagate to this object" checkbox.
