Can Win XP become a "Japanese operating system"?

I like to read Japanese contemporary fiction in Japanese, and I've finally
found a site that will sell me such fiction in digital form. The hitch is
that the site says my operating system must be "a Japanese language
operating system" (translating). (I'm pretty sure that this doesn't just
mean installing Japanese fonts and the IME for Japanese--which I already
have done.) Can I change my Win XP into such a system by simply going to
Regional and Language Options, Regional Options tab, and selecting
"Japanese" on the drop-down menu next to the "Customize..." button?

I'm assuming you've done this by turning on support for East Asian
languages in the Control Panel applet you mention below.

If the site means something more than providing support for these things
then you'll have to ask them.

You won't get a Japanese User Interface, just support for reading and
entering Japanese text.
