Installing Japanese unicode without a system disk?

I think unicode is the right term anyway. I'm talking about the thing that
lets you view programs and sites in a certain language. My computer isn't
letting me run Japanese programs properly because I don't have the Japanese
setting on the PC. I know you can enable it through Control Panel and the
Regional settings thing, but it's not on the unicode list because I don't
have the Japanese language pack installed, and I can't install it because for
some reason the computer didn't come with a system disk when it was bought.
So is there a way to install the language pack without a system disk? I'm
running XP Home by the way, thanks, and sorry for the long post.
