Can someone please help me repair Windows on my PC?

I have a good PC, but when I started it up this morning everything looked
fine, the boot screen and everything else, but then it stayed on the Windows
loading Screen:

and then it reboots. It keeps repeating. I have Ubuntu also installed (via
Wubi [Dual-boot machine]) and I could select that and it ran fine (using
now). When I click to go into safe mode it sows a bunch of code and says it's
going into Safe Mode. It then reboots once again!
I've tried running the XP Setup CD But there's no repair option on the
"Select Partition" Screen when XP is highlighted. I have a program called PC
Angel which can completely reset my hard-drive but I would appreciate it if I
could keep all of my files, programs, and settings. I will use PC Angel if I
am forced to by having no other options. I won't give up hope...Until maybe
the end of the week. SOMEONE PLEASE HELP ME!!!

Have you tried a Repair Install?

You will probab;ly have to re-install Wubi after the Repair Install.
