Can send but not receive emails through Outlook

I recently had to reinstall Windows XP and Office 2203 (Student/Teacher
edition). When I reconfigured Outlook, i put all the email profile
information in correctly, and when I send test messages, they are sucessfully
sent form Outlook. (I know this because I can receive them in Outlook
Express.) Outlook Express is working great on both sending and receiving,
but I'd rather be using Outlook.

How can I get it to receive incoming emails? (Of, there are no error
messages, it just "acts like" there are not emails out there waitng to be
received, when there definitely are.

POP3? Keep OE closed and test it again in Outlook. If it works remove the
account from OE or reconfigure it to leave a copy on the server.

I won't make any remarks on your Office version ;-)
