In Outlook can I receive emails before sending?

WhenI used Outlook Express I could choose to receive emails. This meant that
I could read received messages before sending and so avoid emails 'crossing
in the post'. In Outlook, as far as I have been able to see, I can only
select 'send & receive' or 'send'. Is it possible to set things up so that I
can receive before sending?

No. Outlook uses it's own method. Do you have a specific reason for
requiring this?
You can log into the incoming server before sending email with Outlook 2003.

Many thanks. Question answered. I guess the reason I liked the old system was
because I was Used to it and can see no good reason why it was altered.

"altered" is a wrong interpretation since Outlook and Outlook Express are
entirely different products.
