Can Receive, can't send/reply

Recently I can't send emails at all using my Windows Mail account. The error
message is:
Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Subject 'Re: next game 12/5/08', Account: 'pop-server.nc.rr.com',
Server: 'smtp-server.nc.rr.com', Protocol: SMTP, Port: 25, Secure(SSL): No,
Error Number: 0x800CCC0F

I tried the Tools/Account/Mail/Properties/Servers/My server requires
authentication solution to no avail.

Help, this is infuriating! Thanks!!

"Unexpected" termination is almost always caused by interference from
a non-compatible antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus must be disabled, for reasons
explained here:

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:

I was running Norton & have just uninstalled, but now I still get the error:

Norton Antivirus 2008 (and earlier) is among the top three troublemakers
for Windows Mail. Symptoms often don't surface until several months have
gone by, or until an update occurs.
In a worst case scenario, you may have to uninstall Norton, followed by
using their debris removal tool:

Several users here have reported that when they complained to Symantec,
they received a free upgrade to Norton Antivirus 2009

Instead of uninstalling your antivirus, another option is to upgrade to
Windows Live Mail, which is more resistant to the adverse effects of overly
