Can not send emails from main Inbox

I am not sure if I have set up the outlook properly. I can not send messages
from main Inbox, there is not even "send" or "send-receive" buttons on the
taskbar.

How to clear the settings and start up again?

The Inbox is for received mail
what version of Outlook and what type of mail account, eg pop mail or?

It is Outlook 2003, Small Business Edition. I have just done recovery of my
laptop and can not use outlook like previously. It is IMAP server.
Before I had one Inbox and could work from there, now I have main inbox
"frozen" (can read the mails but can not reply to them) and additional inbox
in other folder. Also the outbox doesn't work properly - can not send the
messages from there.
I have to use the additional account where I have to purge messages instead
of deleting them straight way or moving to folders - more complicated.
I understand this is in case I wanted to add more email accounts to the
outlook. What if I just want to operate on one only?

By recover your Laptop do you mean you set it back to supplied condition?
Did you then install Office SBA or was this part of recovery?
Did you set up outlook from new or did you try an Import from backups?
