Can not save or deletes on none system partition of hard drive after new updates

After installing the newest updates from Microsoft,
there's no problems with the administrator accounts.

The problems happen on Limited accounts. The problems are
that I can not save or delete files on the none system
partition of hard drive.
It displays this message "You do not have permission to
save in this directory. See the administrator to obtain
permission. would you like to save in My Documents folder
instead?" whenever i try to save a file to the none
system partition of the hard drive.
It displays this message "Error deleting file or folder:
Cannot delete filename: Access is denied. Make sure the
disk is not full or write-protected and that the file is
not currently in use." when i try to delete a file on the
none system partition of the hard drive.

Before the new microsoft updates, i was always able to
save or delete files on the none-system partition of the
hard drive.

Is this a new feature from the new updates to make the
users of limited accounts can not save the files to
anywhere except on the My Documents folder. And can not
delete files anywhere on the hard drive except on My
Documents folder ???

The problem on "can not save or delte" is solved after
removed the password for the limited user account.
But the problem comes whenever i give the limited user
account with a password.

Even though, removing the password for the limited
account solved the problem on saving and deleting the
files that i create with that particular account, but i
can not delete other files or move the folders that i
created with other limited/administrator accounts.
