Can not open programs from icons on desktop

When I click on the icons on the desktop to open them, nothing happens and
the program does not open. The icons flash like something is opening, but
nothing ever appears. The same is true for when I want to access, say, the My
Documents or My Pictures folder on the desktop. This happens while using the
Start menu button, as well. The computer has been restarted and shut it down
and this problems still persists. Any help would be appreciated.
 
This is not only a problem with the icons on the desktop, but also trying to
open a program from the Start > All Programs method. Neither of them work.
Would this still be a refresh issue of the icons on the desktop?

I am having the same problem with my other computer.......

I start the computer... nothing is wrong... give it 5 min... then when
ever I try to open anything, nothing happens... give it anywhere from 5
min to 30 min and bam! everything i tried to open, opens all at once.
I even formatted and reinstalled windows xp home edition and it still
happens. what in the world is going on? I've never seen anything like
this before. i cant update windows or anything in case its a bug...
but then again everything was fine until last night. all updates where
installed and everything was fine.

anybody know anything?
 
I am having the same problem. I did a fresh reinstall. Created the accounts
and many of the shortcut icons in the non-Owner account don't work. They are
blank.

I can't even browse to the Program Files to try to reconnect in the
non-Owner accounts for those programs where the shortcuts are not working.
