Desktop Program Icons Flash When Right Clicked

Every time I right click on a program icon on my desktop (using Windows Vista
Home Premium edition), the entire desktop screen flashes only showing the
background picture and after a second they all re-appear back on the screen.
I used to be able to right click on a program and it would give me a list of
options such as open, print, send to etc but I can only do this now on items
such as word docs, pdf files etc on my desktop.

I've also noticed that if I open User Accounts within the control panel and
select either 'Configure advanced user profile properties' or 'Change my
environment variables' on the left hand side, the window closes and the
screen flashes as above before re-appearing a second later.

I don't know if both are linked to each other except that in both cases the
screen flashes.
