Not sure how are you trying to insert some text but the correct way is
to click on the A icon as shown in this picture:

We're getting warmer :)

The size of the insertion rectangle, must
be sized in advance to be big enough to
accept the whole paste buffer.

Say the text string is 80 characters and
occupies 1.5 square inches of column space.
And you click the "A" thing, and place
a dotted rectangle in the drawing. And
you make the dotted rectangle only 1 square
inch in area. Then, you'll get a "beep" if
you attempt to control-V to paste. The
dotted rectangle is too small.

If you then grab the resize handles, and
reshape the dotted rectangle so it provides
at least 1.5 square inches, now the paste
can go ahead, and there is no 'beep".

*******

If you "free form type", the
rectangle reshapes itself to
hold the text. And in turn, you can
stop typing at any time, use the reshape
handles, and change the aspect ratio and
size of the dotted box. The way it behaves,
is a miniature animation hint of what to do.

Credit to Good Guy, for thinking of
the right test case.

Also, MSPaint will not allow text if the image is zoomed.
