Can not cut, paste, delete or move files. Can not access User acco

I think I may have had a power surge or a virus, not sure. I have multiple
problems but my biggest is that I am trying to get my pictures off of my
computer and can't.

I can access My Documents but I can not copy, cut, delete, move, transfer or
send to any files at all.

I also can not access the "user accounts" when I restart my computer I have
two user accounts that show. I have administrator rights on one of them. When
I go into the Control Panel and User Accounts nothing shows at all.

The comuter does not allow me to do a system restore and I can not delete
programs from the add/remove programs menu. I also can not access the
internet any longer.

Does anyone have an idea how to fix this problem? Or... please offer some
advice about how I can get my pictures off at least if I have to reload.

In XP Home you have to boot in safe mode to see the security tab. In XP Pro
you have to disable simple file sharing.
