can not change language

in the header section of a new e-mail i cant change the input language unless
i go down to the e-mail body and change the language then go back to the
header in order to enter the address, also in the body of the mail the input
dose not change uless you press ctrl+shift , if you press alt+shift the
laguage change on the tool bar but the input still the same
 
Don't have that issue here. What version of Outlook are you using and what
is the impact of your issue?
 
office 2007 and please tell me where should i have this issue
