can no longer recieve attachments in outlook express

Hello all,

Ok, here's the deal
Outlook worked fine, norton was diabled not to start up so i enabled it
then i installed spybot
now, i can't recieve attachments
i disabled norton, and uninstalled spybot ..just following my tracks and
still no attachments something changed and i can't find it
any ideas? oh...i did make sure the attachment option was unchecked in
the security options

In OE go to Tools->Options->Security and see if the box for "Do not
allow attachments to be saved or opened that could potentially be a
virus." is checked.

i can't recieve them at all when a an email has a body and attachment
both the body and attachment are missing
i do have the security unchecked
