Can I set outlook to send only

I use Gmail as my main Email account but I would like to compose Email
offline. Does anyone have any good tips for setting up Outlook 2003 to just
send Email through POP3 on my Gmail account? I do not want Outlook to
download incoming messages just send our Email that I have created offline.

You're confused. POP is a receiving protocol only. You cannot send
messages via POP. You send them via SMTP.

You can certainly set up Outlook so that it doesn't send. While viewing
your Inbox, press Alt-Ctrl-S. Uncheck "Perform and automatic send/receive
every..." Outlook will then not perform any receives or sends until you
click Send/Receive.
