Can I repartition hard drive?

My 40MB hard drive has plenty of free space but Local Disk C is only 10% free
and Local Disk D is 89% free. I don't know why it is petitioned. Can I
repartition or remove the partition?

The "C" partition probably contains the system stuff that came with
your PC. Partition "D" was probably intended for programs and data.
Partition Magic would let you expand "C" partition, using space from
"D". But, you can't delete "D" without losing what you have on there.
