Your only chance to get them cheaper is to buy them used, and hope you get
what you need. New, the price hasn't dropped at all.

So do you mean that I can still purchase win98 and ME, but the price is the
same as few years ago?
Actually, I want to purchase the OS for my internet cafe, I really don't
want to purchase the win2000/ winXP, it's too expensive, I just think that
win98 would be much cheaper, does anyone know where I can purchase the win98
license? Thx.

Try eBay, or do a google search. What is your objective? I am asuming you
want to purchase a qualifying Windows OS to use the XP upgrade rather than a
full version.

No, actually I want to open an internet cafe, but I find that the win2000
pro is around $300, I was thinking that win98 would be much cheaper than
that since there's lots of internet cafe using that, but I am not sure where
I can purchase qualified win98 now....

You really don't want to be using Win9x for any boxen that are going to
be used in a public place with access to the Internet. There will be no
security, the boxen will get hacked, and your business will suffer. If
you can't afford the equipment to properly set up your business, maybe
you need a rethink here. I don't want to get into an os flame war, but
if you want inexpensive (or even free), why don't you just use Linux
instead? If you must have a Microsoft os, then you definitely want to
go for Win2k Pro or XP Pro. XP Pro would be the better choice because
it will have the longer support life. And be sure you have a good
sysadmin in any case to set up your security and maintain it.

Buy XP OEM licences. I found they aren't much more than 98 ones.
