can i prevent a user from using the cd writer?

as the subject says really.

is it possible to stop my younger brother from creating 10
copies of his new CD to give to his friends? It could get
very expensive for me if not!

You can change the permissions on the CD writing software so that his
account has no access. You can remove the program icon from the "All Users"
start menu and move it to your own profile's start menu.
