that only the administrator has access to it?

Hi,

WinXP Pro only -start/run gpedit, expand User Configuration/Admin Templates,
click on Control Panel - the option you want is here.

This snap-in tool is not available in WinXP Home systems, however the option
to deny access to the Control Panel is part of MVP Doug Knox's security
console utility for WinXP. You can download it from his site
www.dougknox.com, it's in the Utilities section.
