How does one configure the control panel so that only the
administrator has access to it? Example, only the
administrator can access the hidden files and folder
settings?

If you make a users account a limited one then they cannot
make global system changes. They can only access their own
files and folders as well as make changes to their own
profile. Keep smiling.
