Can I do a Restore earlier version from the Recovery Console?

A previously reported problem of not being able to boot a PC after Windows
update (not even to safe mode) - (it just reboots after selcting Safe, Last
Known or Normal).

Is it possible to do a restore to an earlier version from the recovery
console?
