Can anyone help with this mscoree.dill missing file

I am having a big problem my Norton Utilitys keep showing me the following
error

"C:\Program Files\Common
Files\InstallShield\Professional\RunTime\0701\Intel32\DotNetInstaller.exe"
cannot access a necessary file, "mscoree.dll."

I have downloaded this mscoree.dill file yet it still says the same, can
anyone tell me how to fix this problem in dummy terms as its got me pulling
my hair out and I haven't a lot left.

You might also want to try Symantec's support site to see if
they have any info related to this problem.

It is because you do not have Net.framework on your computer. You can simply
ignore the error if it isn't causing problems or you can download and install
net framework as stated in the previous post
